华为LeaderAP组网场景，需要将扩展的VLAN透传到子AP上，客户需要接交换机配置VLAN扩展多业务使用场景。
问题：如果只在LeaderAP主AC（面板AP）上对有线口配置VLAN，只对这个面板AP有效，并不能扩展到其他AP的网口上。
telnet/ssh登陆leaderap主AC，创建需要的vlan，如已创建就跳过
